Regarding the tax issue (whether or not I have to declare anything, or not) I logged into my SBI account, and I see : 特定口座（源泉徴収）/配当受入.
Does this mean any tax liability is taken care of automatically when I sell something?

Yes, for a "tokutei" account (特定口座) Japanese taxes are automatically withheld.

In my experience there is no difference in charges (whether account maintenance fees or trading commissions) for the tokutei vs ippan accounts.
