I found the expense ratios for various ETFs but does Rakuten charge any fees when making purchases?
My wife has Rakuten and I have Vanguard (U.S.)so I am trying to come up with the best strategy to use them effectively. Since Vanguard has no fees I was wondering if Rakuten does or not.

Depends what you buy.
Japanese mutal funds are free (actually depends on the fund I think, but most index funds are free).
Japanese stocks are cheap.
US stocks are 0.25 yen per dollar for the currency exchange + 0.495% up to $22 per trade. Some ETFs are free.
