I don't have any experience with this, but couldn't you take it as a 2 step procedure...make a trip to England, and open the yen account. Thanks for your reply! If I understsand you correctly, I'd still need to open up a Japan based account for this which I believe I have to close before I leave the country. So I'm still stuck.

Sorry for the late reply everyone and thank you very much for your help.
I decided to just open a standard Nisa with Rakuten as I want to make a few lump sum payments.
Now I'm just waiting for the inevitable kafuffle over my middle name.
