In the end I used abc self assessment. I think the reason I chose them was because I liked being able to fill in and save the form locally on my computer before submitting to HMRC. Also when I contacted the company a couple of times by email, I received prompt and helpful responses on both occasions...

Thank you so much Adamu for this information. It looks like he may have to visit a UKVCAS (there is one in Tokyo) to have photo and fingerprints taken at some point so that he can get the eVisa.
