While I'm not sure this is going to raise birth rates, providing opportunity for young people to maximise their potential seems like something we should want to support. There are many worse things to spend money on, I would suggest.

I think that in recent years, the requirement to leave the country has quietly been dropped. The ultimate owner is not really relevant to the point? The bonds need to be repaid to whoever owns them - foreigners, banks, wealthy indivduals, corporations... whoever. For my grandkids' NISA accounts, the easiest thing was to put the money in their bank account then transfer to Rakuten.
