Contributions are only required to receive CPP. OAS is paid to all Canadian citizens and legal residents regardless of whether they worked and contributed anything. I'm wondering if any former Canadian citizens (who have become Japanese before turning 65) are currently receiving OAS.
The Service Canada website is a little vague about it, and before contacting them directly for clarification, I thought might ask about it here.
