So to clarify, as long as I haven't deposited any money into my NISA through MUFG this year, I can use my Rakuten account?

Simply put, why are Rakuten and the mentioned others best?

I have been using MUFG for my NISA account and with my limited Japanese I was told that all stocks that MUFG provide are active mutual funds. Once I have made my rakuten nisa account, will I be able to transfer my shares? I want to move away from MUFG as I have read their fees are higher. How can I smoothly transition to rakuten? I also have some normal stock via MUFG but would it be possible to transfer that to rakuten or somewhere else?
