It is not only your device. I have the same problem on my iPhone. I cannot click the menu button.
To go to the forums, I then click Ben's weekly post, because he always posts a link to the forum in it. But for new members, it will be confusing.

Yeah, not something to worry too much about, I would imagine. Of course you only generate a gain or loss when you sell, or when you get a dividend if the stock gives dividends. Yep, it is set up correctly. My understanding is that the 20.315 % will be automatically taken for any capital gains you make on those investments you purchase in your tokutei account. Regarding the accounts, so I normally use NISA as much as possible.
But if I wanted to invest more, I would choose Tokutei (特定).
