It is not only your device. I have the same problem on my iPhone. I cannot click the menu button.
To go to the forums, I then click Ben's weekly post, because he always posts a link to the forum in it. But for new members, it will be confusing.

Yeah, not something to worry too much about, I would imagine. Of course you only generate a gain or loss when you sell, or when you get a dividend if the stock gives dividends. I am still starting out and 100% in funds. So until I sell, I hope nothing to worry about. I invest mostly in index funds,...

Yep, it is set up correctly. My understanding is that the 20.315 % will be automatically taken for any capital gains you make on those investments you purchase in your tokutei account. So the mutual fund price can be anything. Great!

Regarding the accounts, so I normally use NISA as much as possible.
But if I wanted to invest more, I would choose Tokutei (特定).
