I've asked for priced investments like stocks, and the inheritor gets the stepped up basis. While I'm not sure about real estate, it would surprise me if it was treated differently than that. Transferring from SMBC/Prestia is 800 yen. You have to go in person to transfer. I use the Otemachi branch but it seems likely you can use others.

However, having an IB account is very nice for 800 yen transfers of money and very cheap currency exchange. I’m not sure if TDA has such a quick and easy way to get money from Japan to your account. TD Ameritrade is an option. I opened an account with them as a US citizen in Japan with no US address. However, as mentioned, Schwab bought them so who knows what the future holds?
