I requested both IGV and ARKK on both Rakuten and SBI. Maybe if you request them too, it'll look like there's lots of interest

I am with both Rakuten Securities and SBI, and neither broker lists a sweet little ETF that I've had on my watchlist and am now ready to buy, ticker IGV. I got this message when trying to pick up 1476 this morning:

I'm trading with Rakuten. I was able to place an order just previous to this and it went through fine. Anyone come across this before?
